Derailed

Avalanche Express (1979)

Directed by Mark Robson this film based on the novel of the same name stars Lee Marvin, Robert Shaw, Linda Evans and Maximilian Schell. American spies try to protect a high ranking Soviet defector as he travels across Europe by train and the KGB attempt to kill him.

Much of the plot of this film makes little sense and has characters doing what would be obviously ridiculous things for real spies. The film did suffer from the death of both the director and Robert Shaw during post production which explains some dodgy sound dubbing. While there are some big action sequences they are pretty clearly made using a cheap model railway set up that is less than impressive.
